The Green Warrant vs Blue Warrant

The landmark change centers on the mandatory transition from the legacy blue warrant sticker to the verified Green Warrant certification administered by the Plumbers, Gasfitters and Drainlayers Board (PGDB).

• Permanently Plumbed Toilet Required: To qualify for the Green Warrant, portable camp toilets stored loosely under beds no longer qualify. The toilet must be plumbed and permanently secured to the vehicle structure.
• Holding Tank Capacity: Must provide sufficient fresh water and greywater containment for a minimum of 3 days per designated occupant.
• Verified Registry: Enforcement wardens scan QR codes linked to the national motor vehicle database. Counterfeit stickers attract severe criminal fraud penalties.

Where Can You Actually Camp?

Having a green warrant does not mean you can park anywhere at will. Camping rights are divided into three distinct spheres:

1. DOC Conservation Campsites: Managed by the Department of Conservation. Basic sites cost NZD $8–$15 per night, while serviced sites are slightly higher. They are located in pristine native bush reserves.
2. Council Designated Freedom Reserves: Varies strictly by territorial authority (e.g. Queenstown Lakes District Council has strict prohibitions, while Southland District offers generous freedom bays). Check official council bylaw maps.
3. Holiday Parks & Holiday Grounds: Commercial grounds with mains electricity hookups, hot showers, and communal kitchens (NZD $45–$70/night).
